1. THE ITALIAN VINEGROWING AND WINE-PRODUCING CONTEXT
The vinegrowing and winemaking system is anchored and hinged on the vinegrower (see http://www.devulpeetuva.com/Italian vineyard.html), i.e., on 369,898 wineries and 62,275 winemaking industries, often small wine-producers. (Table 2.0 Italy – Winemaking Industry)
The too many small producers during the stage prior to production – vinegrowers and winemakers – both he weak point and strong point at the same time, are joined by opinion leaders, public officials and trade unionists on different levels and who, though further down the industry, determine the policies of the sector.
It is a fragmented situation, though organised in Districts that do not have the power to express mandates, powers of attorney and petitions; therefore, it is subject to self-referential lobbies and bureaucracy.
This universe exists in a global framework of institutions, it suggests and adapts the regulations already developed on an international level, then translates them into a body of national, regional and local laws.
